In 2018, LUCHA partnered with the Logan Square Neighborhood Association (LSNA) and Chicago United for Equity (CUE) to conduct a Racial Equity Impact Assessment (REIA) of the Chicago Department of Transportation’s (CDOT) proposed Complete Streets project for North Milwaukee Avenue from Logan Square to Belmont. An REIA is a nationally-tested, community-driven process that identifies which groups are most likely to benefit from and which will be burdened by a particular project, then proposes strategies for ensuring equitable outcomes. To advance the project with a racial equity lens, proposed recommendations include the creation and preservation of affordable, family-sized housing, such as that proposed on the Emmett Street lot. As a member of Elevated Chicago’s steering committee, LUCHA co-leads the community table of stakeholders activating the area surrounding the Logan Square Blue Line Station. Elevated Chicago, an equitable transit-oriented development (eTOD) initiative working across seven Chicago communities, recently released its Workplan which is an ambitious set of actionable strategies for each of the seven elevated train stations where its work has started.
Now entering its second year, Elevated Chicago has convened community-based and citywide organizations under a singular big challenge: How can cities leverage their transit systems to address racial inequities and prevent displacement of people of color? That simple question requires a multifaceted approach that includes systems and narrative change, advocacy and policy, capital investments and grants, and knowledge sharing – the tools of Elevated Chicago’s work. Since its launch, the collaborative has awarded $1,000,000 in grants to nonprofit organizations such as LUCHA as we work together to advance racial equity, improve access to culture, boost climate resiliency, and address public health disparities in the vicinity of seven Chicago Transit Authority stations.
